AUSTIN –Texas Public Policy Foundation’s (TPPF) Center for Local Governance Senior Policy Analyst Jess Fields will testify before House Committee on Investments & Financial Services—Subcommittee on Bond Indebtedness TOMORROW, Wednesday, March 18, 2015 at 8:00 am CDT in room E2.028 of the Texas State Capitol. Mr. Fields will focus his remarks on House Bills 156 and 1378. 
            “Local government debt should only be used for the purpose that voters approve,” said Fields. “House Bill 156 would bring some much-needed reform to home-rule municipalities’ use of unspent bond proceeds, ensuring that debt authorized for a specific purpose can only be used for that purpose.
             “It is critical to keep Texans informed on matters of public finance so that taxpayers can understand how their tax dollars are being spent and why. That’s the reason that bills to provide for greater government transparency, like House Bill 1378, are so necessary to the process.”
