AUSTIN – The Texas Public Policy Foundation today released Putting the Student First – School Finance for Texas. This report, authored by Foundation Senior Fellow James Golsan, discusses the history and future of school finance in the Lone Star State.

“School finance is a complex, contentious issue that has been argued in the Texas courts, repeatedly re-worked, and regularly re-designed over the last half century,” said Golsan. “Through all of this legal and political wrangling, education spending continues to rise — and academic performance remains static. 

“No adjustment Texas has ever made to its school-finance formula has ever brought long-term stability to its education system. Going forward, Texas must change three things about the way it funds its schools: it must eliminate glaring inefficiencies by implementing school choice and other market-based reforms; it must seek to prevent future lawsuits by designing a constitutionally efficient system; and finally, it must fund the student first.”
