AUSTIN – The Texas Public Policy Foundation’s Mario Loyola has been named Chief Counsel. He will help oversee the Foundation’s work advancing liberty through the courts, including constitutional litigation. Loyola joined the Foundation in July 2010 as founding Director of the Center for Tenth Amendment Studies, focusing on energy and environment, healthcare, and other federalism issues.

“I look forward to building on the Foundation’s achievements in the fight for limited government and a return to the constitutional principles that made our country great,” said Loyola. “In the struggle to reclaim our Constitution from federal overreach, virtually every area of the Foundation’s work is a battlefront.”

“Mario’s work on federalism issues put the Foundation at the forefront of the fight to preserve state sovereignty in the face of Washington, D.C.’s ever-expanding ambitions,” said Brooke Rollins, President and CEO of the Texas Public Policy Foundation. “His work now as Chief Counsel will build upon that record of achievement, and we are privileged to have him with us as we work to save Texas – and America.”

Prior to joining the Foundation, Loyola served in the Pentagon as a special assistant to the Under Secretary of Defense for Policy, and on Capitol Hill as counsel for foreign and defense affairs to the U.S. Senate Republican Policy Committee.

He is a regular contributor to National Review and National Public Radio and has written extensively for national and international publications, including op-eds in The Wall Street Journal. He has appeared on Fox News, CNN, BBC Television, and more. Together with Prof. Richard A. Epstein, Mario wrote three amicus curiae briefs for the U.S Supreme Court in the ObamaCare case, NFIB v. Sebelius.

Mario received a B.A. in European history from the University of Wisconsin-Madison and a J.D. from Washington University School of Law. He is admitted to practice law in New York State, the Commonwealth of Puerto Rico, the U.S Supreme Court, and the Fifth Circuit Court of Appeals.
