A major legislative priority of the Texas Public Policy Foundation has officially passed both the House and Senate and is awaiting Governor Abbott’s signature. HB 567 is sea change in foster care policy as it shifts from a punitive approach toward one that prioritizes preserving and strengthening families.

“House Bill 567 helps create a more compassionate child welfare system that prioritizes real help for struggling families over removal. This bill will protect children from needlessly entering foster care and strengthen Texas families,” said TPPF’s Andrew Brown. “This is a long-overdue change to the culture of child welfare practice. We applaud Representative James Frank and Senator Bryan Hughes for their work on this bill and Governor Greg Abbott for starting work on this issue years ago. We urge him to complete the work he started by signing HB 567 into law.”
