"The report provides a framework to achieve true taxpayer protection. Property taxes are too high and have gone up too fast.
"The most important change the Legislature can approve is the new Truth-in-Taxation language. Lowering the cap on revenue growth to 5 percent per year will rein in the runaway spending of city and county governments highlighted in the report.
"If a majority of taxpayers in a community want to subsidize bigger government, it should be their choice. Automatic rollback elections will make local governments more accountable to the people they were created to serve.
"The real property tax relief delivered last year by the Legislature will be fleeting unless it now brings property appraisals and local government spending under control."
