Conservative reformers in Austin and Washington, D.C., have correctly targeted legislation that must be repealed or modified.  But they must also target the tremendous growth of the administrative state, which has steadily overtaken the proper law-making authority of Congress and the Texas Legislature.  Panelists will examine the legal and legislative aspects of this effort, as well as analyze the prospects for future reform.
