Shelley Rogers is a business and nonprofit executive with over 40 years of experience. Most recently, Shelley served as the President of ACE Scholarships Houston, Austin & San Antonio. ACE Scholarships is a Denver-based nonprofit that provides scholarships for lower-income students in grades K-12 to attend the private school of their choice, and advocate for expanded school choice.

Prior to ACE, she spent 17 years as the Development Director for the Free Enterprise Institute and the Center for the American Republic. During that time, she also consulted on various projects and initiatives including a capital campaign to build the Houston Texans YMCA, served as the State Director for the Herman Cain 2012 presidential campaign. As an entrepreneur, she successfully founded and operated seven retail Merle Norman Cosmetics franchises in Texas and Florida and spent 7 years as Chief Operating Officer of Entre’ Computer Center, a computer retail and services company.

A sixth generation Texan, Shelley is married with one son, Blake, who graduated from Texas A&M University in 2022 with a MMAL. Having raised her son as a single mom, she has a personal passion for providing parents with the freedom to choose the school that is best for their child. In addition to education freedom, Shelley is an advocate and supports initiatives in favor of private property, limited government, the free enterprise system, and moral order. Shelley has been involved in dozens of civic and community organizations in and around Houston, including the Houston Livestock Show and Rodeo, the American Cancer Society, the American Heart Association.  When she’s not working to eliminate inequality in our educational system or serving her community Shelley enjoys spending time with family and cherished friends, serving her church, cooking, gardening and traveling.
